Recently, Nanjing Administration for Market Regulation and Nanjing Finance Bureau jointly issued the Documentary Notice of Special Fund for Nanjing Intellectual Property Strategy (the 5^th batch) in 2020 (Nanjing Administration for Market Regulation and Nanjing Intellectual Property Bureau [2020] No.168). According to the requirements of the Plan for the Construction of Nanjing Cultivation Centre for Patents of High Value, Duolun Technology has been successfully selected on the list of “Projects of Nanjing Cultivation Centre for High-Value Patents” through declaration of the enterprise, recommendation of the district, patents examination, expert review, and credit examination, and Duolun will receive special funds supported by the government.

This selection aims to thoroughly implement the spirit of Nanjing Municipal Committee’s Several Policies and Measures on Further Improving the Construction of Innovative Cities, and Accelerating the Promotion of Industrial Fundamental Capacity and the Improvement of Industrial Chains (Nanjing Municipal Committee [2020] No.1) and the Plan for the Construction of Intellectual Property Operation Service System in Nanjing (2018-2020). This selection supports “4+4+1” leading industries and enterprises in Nanjing to establish cultivation centres for high-value patents, implement projects of high-value patents, and carry out a number of strategic and forward-looking projects for high-value patents that can lead the high-end development of the industries.

Duolun Technology has attached great importance to the establishment of the intellectual property system and the improvement of the management system for a long time, integrating intellectual property strategies into its overall business strategies. Duolun formulates strategic plans for intellectual property every three years, and has now established and operated a mechanism for utilizing the information of enterprise’s patents, a personalized database for the enterprise, a tracking and monitoring system for the information of patents, and a mechanism for intellectual property training to comprehensively improve Duolun’s intellectual property management in these four dimensions. As of June 30, 2020, Duolun Technology has obtained 133 authorized patents and 152 software copyrights. Additionally, Duolun has totally applied for more than 70 new patents in the first half of 2020.

Duolun applied for the eligibility for the cultivation centre for high-value patents with the key project “City Traffic Management System from Duolun Technology”, which aims to ensure that the traffic system and road safety can have timely and efficient information sharing by actively transforming and improving the existing traffic road system, strengthening the intelligent construction of traffic network, and forming a comprehensive intelligent traffic management system, thus to help people’s life to develop conveniently and safely.

In the next two years’ implementation of the project, Duolun Technology will form new models and mechanisms for patent creation, further implement intellectual property strategies, actively carry out cooperation among industries, universities, and scientific institutes, and promote the in-depth integration of intellectual capital, financial capital, and the new economy. Duolun will deploy innovation chains based on the industrial chains of intelligent transportation, and patent chains based on innovation chains. Duolun will carry out the map for patents, targeting at the technological gaps in industrial development, and frame strategies and paths for the research and development of core and key technologies. Additionally, Duolun will determine its overseas layout of patents according to the target markets, make cultivation plans for patents based on important criteria home and abroad, and carry out a new batch of high-value patents, to bring new energy to the high-quality development of Nanjing’s intellectual property, further promote industries to develop towards the top of the value chain, and contribute to the construction of a country with strong transportation.
