Recently, the Intelligent Review System for Motor Vehicle Safety Technology Inspection Business (hereinafter referred to as the “Intelligent Review System”), which is independently developed by Duolun Technology, has officially passed the inspection by the Safety Product Quality Supervision and Inspection Center of the Ministry of Public Security, with its automatic inspection capability reaching the highest level in the industry.

01 Manual Review: The Pressure of Supervision Is Increasing Day by Day

According to the Ministry of Public Security, the number of motor vehicles in the country reached 360 million as of June 2020, including 270 million cars. In the first half of 2020 alone, 14.14 million motor vehicles were newly registered.

In the past few years, the number of motor vehicles in China is increasing at a rate of 8% to 12% every year. Additionally, due to the newly liberalized policy of vehicle inspection in different places, it is conservatively estimated that at least 75 million vehicles need annual inspection every year.

With the launch of the “Inspection and Supervision System for Motor Vehicle Safety Technology” by the Traffic Management Research Institute of the Ministry of Public Security in 2014, the pressure of inspection and supervision is increasing day by day.

At present, if the regulatory authorities adopt traditional manual methods for review and inspection, there will be great numbers of vehicles to be reviewed, and the number of multi-format review documents such as text and pictures is large with complicated work, which will not only consume much investment in human resources, but also lead to the possibility of increasing misjudgment rate. Additionally, the non-uniform standards brought about by manual inspection will further increase the difficulty of remote supervision. Therefore, the reform is imperative.

02 Artificial Intelligence: Automatic Comparison Informatization Transformation

For this reason, Duolun Technology has thoroughly implemented the spirit of the conference of the Ministry of Public Security on strengthening the management of the business of vehicle driving management. The intelligent review system is a background service program with AI as the core. The target recognition and neural network technology are used to process the images, the Optical Character Recognition (OCR) is used to recognize the characters in the image, the key information is obtained from the images for business discrimination. The Interface of the System

The system consists of two parts: the manager and the server. The manager is responsible for uploading and downloading business data, displaying pages, performing data statistics, alerting actively, configure parameters, etc. The server is responsible for identifying and judging images. With the cooperation of both the manager and the server, the fully automatic review of text and images can be achieved in the intelligent review system, and the results can be returned to the inspection and supervision system.

The List of Review Items

The intelligent review system can inspect 18 inspection items including photos of certificate forms, vehicle appearance, inspection stations, etc. The system can also actively alarm abnormal data tampering and inconsistent data, monitor multi-dimensional data such as review results, review time and pass rate in real time, and apply analysis of big data to provide strong support for the optimization of vehicle inspection process.

According to the authoritative calculation of the third party, the intelligent review system has four characteristics as “efficient, accurate, fast, and wide”. Being efficient means the automatic recognition rate is over 90%, saving manpower by 90%. Being accurate means the accuracy of character recognition achieves 99%. Being fast means the whole vehicle will be scanned within 4 to 7 seconds. Being wide means the information of electronic files is fully covered throughout the inspection.
