On July 13, 2022, the site meeting for trial application of the “All-purpose Motorcycle Service” of Zhejiang Province organized by the Vehicle Administration of the Public Security Department of Zhejiang Province was successfully held in Pinghu City of Jiaxing City. Attendees included Director Wu Songwei and Political Commissar Sheng Hongbiao of the Vehicle Administration of the Public Security Department of Zhejiang Province as well as the responsible captains of traffic police detachments and directors of vehicle administrations from 11 regions and cities across the province. 

Digital Transformation for Convenience of the People and Accelerated of Reforms 

This meeting aims at doing field research on the practical experience of Pinghu Public Security Department in digital reforms and accelerated public services, and learning from the services innovation results of Pinghu Public Security Department in handling “Everything about Motorcycle” by using the “All-purpose Motorcycle Service”. 

According to Director Jin Yonghua of the Vehicle Administration of Traffic Police Brigade of Pinghu City Public Security Bureau, the “All-purpose Motorcycle Service” is a digital scenario application piloted in Jiaxing City by the Public Security Department of Zhejiang Province. It has effectively solved the problems of “Long Cycle, Following Complex Procedures in Different Departments” in traditional motorcycle license approval, and consolidated scattered appointment and examination processes at the “All-purpose Motorcycle Service Center”. Users can go through all six processes in application for a motorcycle driving license in one place, reducing the time they take to obtain a license from three days to three hours. The success of this meeting also symbolized that this model is expected to be comprehensively implemented across the province. 

The Pinghu Traffic “All-purpose Motorcycle Service” One-stop Service Center in this field research is one of the seven model projects jointly created by the Traffic Police Detachment of Jiaxing City Public Security Bureau along with Duolun Technology. Pinghu Public Security Bureau’s police service reform that made a breakthrough in motorcycle reform, solved pain spots of police service based on cutting-edge technologies, and enhanced the experience and satisfaction of people has also received unanimous recognition and affirmation from the leaders who participated in the visit. 

Efficiency and Convenience Enabled by Technology

From 2021 to 2022, the Traffic Police Detachment of Jiaxing City Public Security Bureau and Duolun Technology jointly performed the intelligence-based transformation of the “All-purpose Motorcycle Service Center” across the city, and quickly completed the determination of processes, site modification, and equipment commissioning and launch for the “All-purpose Motorcycle Service”. 

At the Pinghu Traffic “All-purpose Motorcycle Service” One-stop Service Center, candidates can complete remote physical examination, driving school enrollment, vehicle administration admission acceptance, fee payment and other related matters through the self-service machine by using their ID card. The Center has made it possible for candidates to go through six processes, viz. physical examination, enrollment, appointment, examination, taking oath, and receiving license in one place rather than the previous three, namely driving school, hospital and vehicle administration.

Meanwhile, the Subject I Examination has introduced the anti-cheating module for matching examines’ identity with their ID card and other related functions, and the unattended cockpit for theory examination that can realize real-time upload of examination data. 

The vehicles at the examination place for driver skill testing in Subject II and III examinations are equipped with Duolun Technology’s Intelligent Motorcycle Driving License Examination System. The System has adopted the technology of machine visual analysis, AI intelligent analysis, and many others to make examinations more intelligence-based, reduce manual interventions, and realize 360-degree monitoring and all-item intelligent judgment of driving skill tests, thus greatly improving the efficiency and fairness of examinations.
